The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Housing Problem in India – Today and 2000 A.D.” was published on August 16, 1988, and was authored by Mr. Deepak S. Parekh. The author begins by briefly explaining the need and importance of affordable housing in Indian society and highlights the qualitative and quantitative aspects of the housing problem affecting it in the early 2000s. The paper proceeds to identify the prominent factors behind the housing problem, naming, population explosion, rapid urbanization and laws regulating land use among others. Author then points out how availability of proper housing finance, cooperative societies, state housing boards and housing policies can alleviate housing problems in India. The paper concludes by underlying the role of government as facilitator or promoter of housing activities rather than as a main actor to be the right way to move ahead in addressing the housing problem.
