The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘How to start an industry’ is authored by D.V. Desai and published in 1961. The author explores the definitions of the word industry with respect to various legislations passed by the government. He elaborates the number of forms that need to be filled and preparation of the list of particulars. He explains the concessions and requirements of the Government along with terms for foreign collaborations. The author observes that the small scale industries are left to themselves when it comes to financing. He throws light on the establishment of the Small Industries Service Institute, its training, its working, and how it has helped the small industries, etc. He mentions that unsteady supply of raw materials as the defect in the system and states that qualities of initiative and enterprise are the determining factors.
