The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “National Telecom Policy and its Implementation” was published on July 14, 1994, and was authored by T.H. Chowdary. The author discusses the contents and implementation of the National Telecom Policy (NTP) in depth. He notes that the May 13 policy de-monopolises the network construction and operation and provision of (basic) telephone services also by allowing private sector companies into that area. He further elaborates by arguing that just as equipment and cable production demonopolisation has led to the private capital investment of Rs. 1000 crores and competition with the beneficial consequences of abundance, lowered prices, improved quality and quicker deliveries, service de-monopolisation would also lead to such beneficial results to customers. He briefly discusses the ill effects of the earlier monopolistic regime and highlights that NTP de-monopolises, not privatizes. He goes on to discuss certain implementation issues and emphasized the need for an independent Telecom Regulatory Body. He concludes by stating that telecoms are too vital, too precious to be left to techno-bureaucrats or government officials who had the monopolistic privilege of administering them.
