The following booklet titled “Plans and Perspectives” was published on January 8, 1961, and was authored by B.G. Verghese. The objective of planning in an economy is to promote production and not inhibit growth, but in India, these two opinions are often under dispute in the process of planning. This booklet highlights the ill-conceived initiative of the Central Government by illustrating the state of affairs concerning the utilisation of gas in Assam. The case brings into light the socialistic nature of Government planning where the private sector is barred from utilising a crucial natural resource even though the public sector does not have the means to exploit it.
