The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “Prune The Plan” was published on January 1, 1970 and was authored by Professor B.R. Shenoy. This text is based on the speech by Prof. B.R. Shenoy on the Union Budget and the Second Five Year Plan in Bombay on June 17, 1957. The text talks about the difficulty with regard to planning in India and mentions the taxation figures in this scheme and suggests that the balance would be eaten up in administrative expenditure. The text answers the question of what happens when additional taxes are levied. In the end, the text suggests that inflation allows part of savings to divert away from Plan investment.
