The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following book titled, “State Monopolies And The Citizen In A Democracy” was published on August 7, 1959 and was authored by V.K. Narasimhan. In this text, the author examines the compatibility of the promotion and maintenance of State Monopolies in the production of goods with the rights of citizens in a democracy to operate similar enterprises and reveals how he discovered that the power to extinguish the citizens’ rights in this regard had been taken by an amendment to the Constitution in 1951 and explains it using several articles.To explain his point, he goes in detail into the history of this constitutional provision. Further he writes about Pandit Hridayanath and Pandit Kunzru and how they referred to the more serious implications of the amendment. At the end, the author sums up his broad conclusion on the subject of State monopolies and the citizen in six points.
