The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “State Takeover of Foodgrains Trade” was published on May 15, 1973 and was authored by Dr A C Chhatrapati. The author discusses the implications of the takeover of foodgrain distribution, specifically wheat and rice, by the state. Dr. Chhatrapati first describes the working of the wholesale market. He then delineates the stated objectives of the new policy and goes on to describe prospective impacts on the wholesale market after government takeover. He questions whether the stated objectives can be met through the proposed policy and critically analyses the impacts of various facets of the same.
