The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘The Anatomy of Waste and Inefficiency in Engineering Construction’ is authored by W. X. Mascarenhas and published in 1970. The author elaborates the principal causes like incomplete plans and estimates, unrealistic specifications for items of work, practice of accepting lowest tender, etc that lead to wastages and inefficiency. He recommends that no work should be put to tender until everything is finalized, setting realistic specifications for building materials, accepting reasonable tender, tightened registration of contractors, usage of light-weight concrete, quality control and mechanisation and that the construction industry should be regarded on par with the manufacturing industry. He states that the cost of housing can be reduced by the use of precast units. He further proposes the formation of a Public Works Commission comprising senior engineers of varied experience to tackle malpractices.
