The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘Union Budget (1982-83) proposals are ineffective’ is authored by H.P. Ranina and published in 1982. The author notes that the only concession given is in the case of excise duty when it fills certain conditions. He mentions that the position on foreign exchange is depressing as the position on agricultural fonts is cheerful. The Government has not specified the companies eligible for tax relief under Section 89-A. He elaborates the conditions of the concession to be given to contractors undertaking projects outside India. He highlights the provisions specifically made for the Non-resident Indians. He recommends how foreign capital can be attracted by Indian policy makers. He appreciates the revolutionary idea of capital investment bonds of the finance minister and explains the provisions related to housing property. He advocates for liberalization of laws regarding to charitable trusts.
