Instituted after the death of A. D. Shroff in 1965, the Forum's annual memorial lecture is the flagship of its booklet run and the closest thing Indian liberalism has to a standing public platform. Each year a figure from banking, industry, the judiciary or the academy was invited to take stock — K. Santhanam on federal financial relations, C. D. Deshmukh on the illiterate citizen, M. C. Chagla on the judiciary in a parliamentary democracy, and in later decades Nandan Nilekani, Subir Gokarn and D. Subbarao. The lectures were printed as Forum booklets shortly after delivery, which is how they survive here.
