Every spring from the late 1960s onward the Forum of Free Enterprise put the Union Budget on trial before a Bombay audience and printed the verdict as a booklet. For three decades the voice was overwhelmingly Nani Palkhivala's, whose budget addresses filled auditoriums and then bookstalls; later years pass the task to H. P. Ranina, S. S. Bhandare and Minoo R. Shroff. Read in sequence the run is an unusually direct year-by-year record of how India's liberals read the fiscal state, from the high licence-permit era through liberalisation and after.
